Alberta's oilsands emissions cap will cost $250B, do little to cut greenhouse gas, Fraser Institute says

The Alberta government's 100-megatonne emissions cap on future oilsands development will leave hundreds of billions of dollars in the ground while doing little to reduce greenhouse gases, according to a Fraser Institute report.
